Did you know that between 1973 and 1978, a dozen states had decriminalized the possession of up to an ounce of cannabis and momentum for legalization was spreading across the country? This led to the bloom of a $250 Million Dollar paraphernalia market by 1977. In today’s dollars, this amounts to over a Billion Dollars and was an anomaly in the weak economy of the time.
Ultimately the size of the market, the often blatant appeal to children, as well as the uptick in adolescent cannabis use led to the reversal of the decriminalization wave.
